jitter
the flickering effect of a monitor when viewing streaming media, due to buffer under-flow conditions causing the audio or video to momentarily stop until the buffer is refilled. This is critical for processes such as streaming audio real time video. Jitter is effected by the packet loss and variations in latency between the network devices.
Jon Postel
was one of the Internet pioneers. Jon was the division director of the University of Southern California-Information Sciences Institute’s Computer Network Division. Jon was a documenter and co-developer of many of the key Internet standards, including TCP/IP, SMTP, and DNS. Jon also was editor of over 2400 of the RFC documents from April 7th 1969 thru October 1998, and co-author of over 204 RFC’s.
